Your Plivo account might have a negative balance.

If possible, we do recommend setting up the Auto Charge option. If that isn’t feasible, you’ll definitely want to set up reminders to check your balance (or if there are alerts in Plivo, subscribe to those).

If this is not the issue, check to make sure you have done the 10DLC update for your Plivo account.
